Orhan Osmani is Acting Head at the Cybersecurity Division for Telecommunication Development Sector of ITU, where he leads a dedicated team of cybersecurity professionals. With more than 20 years of experience in Information and Communications Technology (ICT), Orhan also brings over 15 years of experience in international development and over a decade of private sector experience.

Before joining ITU, Orhan held various information security roles in the Asia-Pacific region, working with niche consulting firms and multinational corporations, such as Oracle. In these roles, he collaborated with both government and private sector clients. His extensive experience covers network, application, and communication security, process implementation and review, identity and access management, and emergency telecommunications, among others.

At ITU’s Development Sector, Orhan is part of the cybersecurity team that focuses on developing and implementing cybersecurity initiatives to support developing countries, Least Developed Countries (LDCs), Small Island Developing States (SIDS), and Landlocked Developing Countries (LLDCs). The Global Cybersecurity Index is part of the work that this team manages.

In ITU, Orhan previously served in the emergency telecommunication division of BDT, where he was deployed to assist countries with post-disaster response efforts.

Orhan holds an engineering degree in Computer and Electrical Engineering, as well as a master’s degree in information technology.
